NVJCYO GRIEVANCE PROCEDURE
These procedures govern the actions taken by
and decisions made by NVJCYO Commissioners, Officers or committees.
It does not cover actions taken by officials during a game, match or
meet. The process for contesting these actions is covered by the
sports rules. It also does not pertain to actions taken by a parish
representative within their own parish. Any grievances in connection
with such an action should be directed to the pastor or other
designated parish authority.
ELIGIBILITY
The NVJCYO sports rules set out the
requirements for participation in the programs it sponsors. If an
individual is found not to meet one of those requirements but the
parish still wants the child to participate, the coach of the team
in question or the parish representative can request a waiver.
The eligibility waiver appeal consists of the
following process:
- The waiver request is heard by a
Commissioner (age requirements) or a waiver committee (all other
requirements) chaired by the Vice President and consisting of at
least two parish representatives.
- If a coach is not satisfied with the
Commissioner’s or the committee’s decision, he/she should
present the case to the parish representative for the parish
involved.
- If the parish representative concurs, the
parish can ask for the committee to reconsider its or the
Commissioner’s decision and can present any new or additional
information in support of their request.
- If the committee does not change the
decision, the parish, through the parish representative, can
request review by the Executive Board which consists of the
President, Vice President, Treasurer, Secretary, and Program
Manager.
- If the parish is not satisfied with the
Executive Board’s decision, the parish representative can
request review by the Board of Directors. The parish can present
their case to the Board of Directors in person at one of its
three scheduled yearly meetings which are held in the fall,
winter and spring and are shown on the NVJCYO website; or they
can present it through the Vice President. The Vice President
will then provide, through electronic transmission, the
requested waiver, the basis for the Commissioner’s or
committee’s decision and the parish’s request for
reconsideration of that decision.
- If the parish is not satisfied with the
Board’s decision, an appeal can be made to the Diocese through
the Office of Youth Ministry.
ACTIONS OF A COMMISSIONER
Actions or decisions of the Commissioner such
as a suspension of a coach, player, or parent, can be appealed to
the Executive Board.
The process for appealing the actions of the
Commissioner is the following:
- The parish representative must be the
individual who requests the appeal to the Executive Board.
- If the parish is not satisfied with the
decision of the Executive Board, the parish representative may
present his/her case to the Board of Directors either at one of
its three scheduled yearly meetings or through the Vice
President. The Vice President will then submit electronically
the decision of the Executive Board and the parish’s request for
reconsideration to the Board for their consideration.
- If the parish is not satisfied with the
decision of the Board, they may appeal to the Diocese through
the Office of Youth Ministry.
ACTIONS OF THE EXECUTIVE BOARD
Actions or decisions of the Executive Board can be appealed
to the Board of Directors.
The process for appealing the actions of the
Executive Board is the following:
- The parish representative must be the
individual who requests the appeal to the Board of Directors.
The procedure is the same as in step 2 of the previous section.
- If a parish is not satisfied with the
decision of the Board, they may appeal to the Diocese through
the Office of Youth Ministry.
